Ki is basically just whatever Toriyama wanted it to be, yeah.
Fixing Power Levels is a bit of a weird one, because there are ways to "fix" the massively widening balance gap that Super Saiyan introduces, but at the same time, there's a very large cast, and giving everyone something to do can lead to a cluttered story where you feel the need to introduce too many side-villains to give everyone something to do.
Sure, you could give Krillin, Piccolo, Tien and even Yamcha the Kaioken, but at the end of the day, there's only going to be one Freeza to kill, one Cell, and one Buu.
Everyone thinks they can rewrite Dragonball, but they can't do it in a satisfying way. It's really not easy considering how ingrained the story beats are.

I tried telling him. But he's more focused on fixing inconsistencies and adding new characters. But I'm unsure how it would work.

There really aren't that many inconsistencies in the manga itself. The show adds a few, but the only major retcon that really springs to mind is the Ultra Divine Water. As well as the mess that is the Cell Arc, but adding new characters is typically not how you fix this.
Adding Cooler into canon for example fucks the entire stakes of the Namek Arc because Freeza has a brother who is not only way more powerful than him, he also has way more control over his power and can always stay in his final form, not to mention that Cooler never wears a scouter implying he can sense energy given how good he was at finding people in his movie.
The movie characters are an odd bunch because at their core, they act more like replacements for the actual arc villains than villains that could be fought concurrently to them.
Garlic Jr. is a Raditz replacement.
Wheelo is a Nappa/Saibaman replacement (He even uses biomen things ffs)
Turles is a Vegeta replacement
Slug is a bit weird but he's something like a Freeza replacement
Cooler is a Mecha Freeza/King Cold replacement
Meta-Cooler is a replacement for androids
Super Android 13 is a replacement for early Cell (he even absorbs two other androids)
Broly is the replacement for Perfect Cell
Bojack is also the replacement for Perfect Cell
Broly's salty runback is then the replacement for early Buu-arc stuff
Nobody cares about Bio-Broly
Janemba is the Buu/Super Buu replacement (To the point he's even the only movie villain to break the cycle of each villain being more powerful than the last)
Hirudegarn is the Kid Buu replacement
Unless you mean adding OCs, which... IDK, that can get cringe quick!

Don't use them, Powerscalers obsess over powerlevels but Toriyama only used them as a crutch to cue in the reader on how characters stacked with each other trough the frieza saga. Past that? He completely dropped them instead opting for the characters just "sensing" how strong someone's ki is and giving vague descriptions.
Modern dragonball takes a more nuanced approach to powerlevels where only normal people use them and only to scout regular, mundane people/things however the second they scout any of the planet busters they break or can't read them because the top guys in U7 have gone above what can be measured.
Powerlevels are an easy writing shorthand to convey info to the reader without killing pace but are NOT meant to be hard rules the story must bend to and you do NOT need powerlevels to make a good dragonball story

Fans obsessed really hard over the mechanics and systems of dragon ball and constantly demanded Toriyama to keep updating the scales with each new character and transformation when he didn't give a flying fuck about it and if anything felt having to abide by all of those rules only constricted his story telling so it makes sense he grew to regret the fan expectation that power levels would always be a thing

Power Levels are a fun little side number to apply when the story is wrapped up in a guidebook or something, but writing a story around them is ULTIMATE CRINGE.
If you want evidence of how bad it is when a story actually plays Power Levels straight, look no further than Seven Deadly Sins, where for some reason the pig gets a scouter and starts giving everyone actual DBZ Power Levels that keep getting updated.

The worst is when these autists start throwing out multipliers. Just based on nothing, goku’s power level on King Kai’s yacht is eleventy billion but that specific location gives him a multiplier of 23 so add that to his Kaioken multiplier of 100 and it pulls the trigger to the gun aimed directly at my own head

I only learned about him around late 2018-2019, when he was beefing with BlackScape. And he made some theory video so dumb, that I have forgotten and pretended he never made it (the editing gave me a headache too).
Fast forward to today, I took one glimpse of this retard's channel, I learned not only did this nigger gain a million subscribers, he gained million subscribers from this edgy slop.
I only saw someone reacting to the videos, and the thumbnail is Vegito all chained up like he got trapped in the time chamber. He was imprisoned for accidentally killing Beerus for 10 years. And he became retarded for getting chained for so long. Then Whis came waltzing in, telling him how it's Vegito's fault and how there is no way out for him.......before breaking his chains and freeing him. Then he found his entire universe destroyed for killing Beerus.
That's the only thing I have seen, and then I am hearing this motherfucker went back in time to talk to Gero, turned into an Android, and started absorbing angels.
And then I looked at this thumbnail......

Third Worlders have always gobbled up this sort of dogshit (The original super saiyan 5 design), as have a certain breed of autistic retards, but the autists are horribly outnumbered by the thirdies, so now you can get sloppa like this being popular.
It's less evidence as to the death of Dragon Ball, and more to the fact that standards for most things are just beneath the fucking ground. Fucking Solo Levelling is popular, for chrissakes.

Its always the tards who write these fanfictions who have no understanding of the work they are writing fanfiction of, are so far up their ass that they think they are hot shit when they are just shit, and have such fragile egos that they can't comprehend putting your work out there also means people will have opinions - whether it's positive or negative.
I would also like to say it's bold of him to assume these people are gonna be reading this horseshit to see his 'epic finale' after how he ended the tournament. But then I remember Dragon Ball fans just settle for anything.

I decided to take a closer look at this Ultra Vegito slop from Arj (No, I am not watching his videos but rather people with some level of IQ that are reacting to it), and I found out that this guy also shilling his website where you can learn to draw and, most definitely, make a better manga out of this.
Now here's some 'inspiring' quotes from Arj himself.
While I can comment that his 'perfected patented style and techniques' are nothing mesmerizing, despite what this guy wants you to believe (just glorified draft pages and some traced panels), I want to draw more attention to the fact that he said he can build a seven figure business from this garbage.
If that's bad enough, he still feels a need to scam his audience by suckering them into thinking he will have his fanfic animated by professionals.
Sure, anyone that believes he will get professional animators to work on this fanfic are retarded and there's no need to feel bad for them. But, why is there even a need to do shit like this when you are making bank from making a shitty, low-effort manga anyway?
Then there's sus behaviour regarding his patreon. Anyone that is paying for this aren't getting the perks they promise. They were promised an early access to his manga, but when they paid, they are actually just getting early pages with no dialogue. They were promised to interact with Arj if they pay $25, only to end up talking to his mod, who tells them to shut up if they try critiquing or get upset with not getting new parts on time.
Again, THIS is what Arj is proud of and people are getting scammed for.
