From what I gather it's 2 weeks of full payment likely hope is that a deal is reached before their are issues
 
Today, an ongoing case that includes 24 state governors and DC, have won against the Trump admin for withholding food stamps during the shutdown. The day is, in fact, saved.

Every state has some low-level secretarial and administrative peons whose job it is to click "run script" on some legacy transaction authorizer written in Perl or COBOL, to actually pay out the SNAP benefits in each state. Whether or not the money gets paid out or not doesn't depend on anything other than what is the opinion of the most immediate person that those people lean on for authority.
