Considering that SNAP costs $8.5 to $9 BILLION A MONTH to fund, knowing that the USDA has, at most, $5 Billion in contingency funds...Just where are they going to pull the extra $3.5 to $4 Billion from to make up the difference?

Not enough can be pulled from other agencies since they don't administer Food Stamps and it seems they aren't willing to entertain the ideas of either reducing how much recipients get or tell a certain percentage of them that they won't be receiving anything.
trump should make the judge responsible for determining how the funds are distributed. so the people who are left short know who to blame.
 
He's obviously actually listened to legal counsel for a change because what he says makes sense (and is part of exactly why these nationwide injunctions should be strongly disfavored). You end up with ridiculous situations with one court ordering you to do what another court has ordered is illegal.

From what I gather it's 2 weeks of full payment likely hope is that a deal is reached before their are issues

Every state has some low-level secretarial and administrative peons whose job it is to click "run script" on some legacy transaction authorizer written in Perl or COBOL, to actually pay out the SNAP benefits in each state. Whether or not the money gets paid out or not doesn't depend on anything other than what is the opinion of the most immediate person that those people lean on for authority.

Two Obama appointees, one from Massachusetts and the other from Rhode Island. At least one of them was an oral order straight from the bench accompanied by nothing resembling a legal memorandum justifying it. Both in the First Circuit.
