I never understood this idiocy over shaming people who wanted to join the Enclave. You could join the Institute in 4, which while not as outright hostile are pretty much as self-absorbed. The BoS care literally for only hoarding tech, and will happily strip communities of their life-sustaining equipment if it suits them even a little (it’s suggested that the Prydwen’s nuclear reactor was just stolen from Rivet City). The bottom line is its just popular to make anti-fascist comments because they think they're 'fighting the power' or what have you. I personally consider the Institute worse than the Enclave, they at least have a plan to rebuild and are pretty clear about it. Their aim to slaughter mutants at least has a vague bit of logic behind it, do we have proof of what will happen in the future with all the mutations? At least in 2 you could march right up to Navarro and the sergeant will just yell at you about no civilians on the base and treat you like the retard you are. The only difference is the Enclave have the means to carry out their long-range plans. Give any other faction except maybe — MAYBE — the NCR the ability to wipe the world clean of their enemies like the Enclave had. Would they hesitate for even a second to use it? No. So what’s with all this “bash the Enclave fash!” bs?

I mean, I thought the entire overarching philosophical point of every Fallout game was that, uh, war never changes. Even after the world as we knew it disappeared in fire, the survivors didn’t learn from their mistakes and live in harmony. They just became warped, blasted versions of themselves even more depraved than before having had to adapt to a savage new world. You’re correct, especially so if you’re referring to Fallout 2 only. Unfortunately NV depicts them as a power already in decline, or more specifically, one expanding too fast to be sustainable. I could sperg on and on about how this itself doesn’t make any sense (literally how do they maintain a fleet of advanced VTOL helicopters but have zero ground locomotion other than fucking Brahmin caravans? Thanks for that! I’d forgotten a few elements that you mentioned, like the rail lines for concrete and the army trucks. I was always under the impression that those army trucks were just scrap pre-war trucks considering their lack of glass and flat tires, but I think I’m getting way too autistic over elements that some overworked and underpaid assets designer whipped up during crunch time while high on cheetos and 5-hour energy.Not really in decline so much as a period of growing pains. As to their logistics, Chomps Lewis mentions shipping the limestone out by rail to be turned into cement, and there's several army trucks in the wreckage of the Long 15, in addition to a vertibird or two. Keep in mind that you can't exactly move trucks along the shitty-ass roads in the Vegas area without breakdowns, and breakdowns mean raiders. Easier to just hire Brahmin caravans since those are slow, but steady, and individual losses aren't nearly as painful. I've no doubt that in the more developed areas of the NCR cars are becoming a status symbol, in addition to salvaged army trucks being a relatively common sight.
Keep in mind that its almost certain the BoS finally made their move on the NCR in response to them getting all sorts of tech and personnel from Navarro (loading screens mention former Enclave members have either moved east or integrated into the NCR after all), not to mention the Shi of San Fran joining up, as seen by the Presidential vertibird being a gift from San Fran. If they can move past their current issues they're more likely than not to kickstart a golden age of technological recovery and advancement.
The Shi? Not as near as I can tell. But the games have never particularly adhered to the endings. The BoS post FO1 was supposed to spread out into the wastes, slowly reintroduce tech, and focus on research and development while staying out of the affairs of everyone else, much like a hard sciences counterpart to the Followers.Thanks for that! I had no idea that the presidential vertibird was a gift from SF. In fact, I don’t really know anything about San Fran or the Shi post-F2. The endings suggested that they were basically months away from developing large quantities of biofuel and were redeveloping nuclear power from scratch, as well as being able to permanently eliminate radiation with their genetically engineered plants. For such insanely valuable creations, they don’t seem to reverberate 40 years later. (I think Van Buren suggested they were also manufacturing new energy weapons and armor as well). Are the Shi even mentioned in NV at all?
