Las Vegas is about as far south as you can get and still be in Nevada though. You actually cross back over the current California border just south of Primm, with Nipton inside the CA borders as well before you hit Searchlight after crossing back over into Nevada. For example, that T intersection just south of Boulder City is Searchlight, with Cottonwood Cove pretty much right at the bulge in the river right to the east. Going south lands you in Laughlin and the meeting point of the three states, and then any further south and that's a straight-up warzone as the NCR and Legion fight over Needles, Havasu, and Blythe because losing I-10 at Needles or I-40 at Blythe lets the Legion march west into the Boneyard. Alternatively, losing Blythe means the NCR gets to march into Phoenix, which would tear the guts out of what little civilian infrastructure the Legion has, and allow the NCR to set up a major supply line before moving north. When I said south I meant like south of Las Vegas. So like more Southern Nevada or Arizona.
No way in hell is any of that down south a frontier, not when its a straight shot to the guts of either side.
