He doesn't feel bad about what he did, he feels bad about the consequences which he now has to deal with.
If he never went to jail and got banned from yet more places (and lost valuable vidya time by going to court repeatedly) as a result of pepper spraying that guy, you can be damn sure he would still be carrying pepper spray to this day, and his big apology video wouldn't exist.

I think you're spot on; Much like his Autism Card, the Apology Card is just another lifeline to be played as a get-out-of-consequence free card for Chris. I remember thinking that way about apologies when I was literally 5 years old. It's quite shocking really that Chris hasn't yet realised that a simple apology does not necessarily wipe the slate clean, especially when matters have already become litigious.Chris acknowledges that he is banned because of the pepper spray (but probably not the vandalism; that was 'peaceful') and knows that got him in trouble because he got arrested and had to go to court.
So what does he do when an authority figure won't let him deny that he did anything wrong? Why he apologizes of course. Admitting he did something bad (as opposed to feeling guilt about it) is pretty much like serving a jail sentence to Chris and it's a last resort which he thinks is traded-in for forgiveness. But even though he's suffered admitting wrongdoing, Gamestop and co won't accept/acknowledge his apology and that's unfair from his point of view as that's supposed to atone for it all.
That's why he got so upset at Michael Snyder. It didn't matter that he harassed, seriously injured, and caused Snyder to miss his kid's birthday; he apologized so he was supposed to be forgiven and allowed back in, but that meanie wouldn't accept it.
Chris seems baffled that people don't just accept the apology and move on. Given Chris talks less and less about Barb these days, I sometimes imagine she's slowly being absorbed into the hoard, making her life journey complete.Is Barb even aware of what Chris does on Facebook? Does she even have one?
