i worked at a place like that, turns out the obvious solution is to just increase the money and suddenly the employees become quality. you pay fast food wages you get fast food employees. I've also worked in a place that did the opposite and cut pay for hires, it was crazy seeing the workplace go from adults with families and mortgages to adults not even old enough to buy booze, who took triple the time to do any task.
