tl;dr: A lot of thier larger speedboats are moored in civilian marinas and painted or coated in civilian markings, others are in underground bunkers. they also have them on trailers and in warehouses. Its difficult to take out all the IRGC's pleasure craft unless you just completely declare Iran's coastline subject to ongoing Exterminatus.
Iran has not yet gone maximum retard with their navy - all of the missiles and drones have come from shore, though obviously after being spotted by IRGC "navy" - so the US hasn't gotten sufficient reason to declare Total Boat Death yet.
