Per the official references, once they get passed verifying they have at least 1 million legit ventures, legislators are more or less forced to sit down and start talking about what options exist to address the issue, including legislation. They are legally required to take some form of action by having these meetings, but new law may not be the choice they go with. If the commission does recommend new law as a solution, then they more or less have to start their whole legislative process and work on something, although adoption and such isn't guaranteed.

There's still off-ramps, but this effectively forces the EU to agree "There is a problem and something should be done", which is more than even elections can do these days.
