I believe it started as the sound of cop car's claxon, but now it's sort of like when your dog yells at another dog.

Juggalo 1: "Whoop Whoop!" (Meaning, Hey, I am over here and I exist, am I alone in the universe?)

Juggalo 2: "Whoop Whoop!" (Meaning, No sir you are not alone, neither am I, we are all together in the brotherhood of man.)

Juggalo 1 responds: "Whoop Whoop!" (Meaning, Thank god, the existential fear was horrible.)

I think woop woop could be something like a Juggalo mating call or some kind of saying they use to know they aren't alone as Juggalo's.
