All of the Zora Kingdoms besides Ages are primarily above ground affairs, even if they have certain sections or territories under water, the seat of power is always in oxygen.

Ganon can still reach them though, otherwise the water temples wouldn't exist. Besides, why give up the luxuries of living on land when you could live on land and have an underwater hold out, which is what the intelligent Zora would do.
