Just rewatched The Big Lebowski. Lucas really does imagine himself as The Dude.
Honestly, watch it with that in mind and some key scenes really resonate.

Lucas got cited a 2nd time for trespassing. This time on Aug 10. I'm assuming he was at Riverfront Park again unless it's for some other place he should not have been.
He better watch it considering hes on parole as it is right now or he'll be enjoying another few weeks in a county jail for violating it when his PO finds out about him continually violating the ban while still on parole. On that note he really, really doesn't understand that these orders do apply to him. He showed the same disregard of restraining orders and non contact orders during the whole suzanne situation and got himself thrown in jail that time for ignoring them. He clearly didn't learn from that experience

Technically the first time hes violated the ban I think. Its likely it took awhile for everything to get processed. Before that it was him starting shit there that got him banned in the first place, plus the probation and the $500 fine, which really must have pissed him off considering thats a big chunk of his money right there
That said, I suspect whatever cops are assigned to the park area have likely been informed of lucas and his ban, and have been told to keep an eye out for him given his public behavior. I wouldn't be surprised to find out it was his own PO that made a point of having them do so in the interests of public safety

I was wondering that myself. Even lucas wouldn't be so stupid as to destroy his phone again so quickly unless it was to avoid something very serious he was about to get busted for, and so far there is no indication that anything like that has happened. Like you said he is clearly hiding something

Indeed he does, which speaks volumes about how often he gets in shit from different people, otherwise he wouldn't have such an ingrained habit of lying and downplaying such encounters. I suspect there have been far more encounters with the cops over the years than he lets on publicly, but that most of them have been warnings that he was smart enough to listen to, to some degree or another. Lucas himself hints at this with his constant insistence that 'the cops love me' 'the cops agree with me and are on my side' which implies he has to have had enough encounters with them for them to have enough awareness of him to make statements like that. Either he thinks people may somehow know about such encounters and does that to cover himself or its an attempt to cover himself later if it somehow were to get out
Point being, lucas often leaks out details he doesn't want others knowing about without realizing what he is doing. Sometimes directly, sometimes indirectly
