I probably said this before, but SwSh is like, the first draft of a potentially great game. Chairman Rose’s plan isn’t inherently stupid, it just doesn’t really work with the Galar that we see.
In order for his plan to make sense, the whole environmentalism theme needs to be turned up to 11. The mine shouldn’t be this nice clean cave filled with glittering jewels, it should be dark, burnt-out, and absolutely crawling with poison types. Instead of being a literal fucking hallway, Spikemuth should have been an industrial city full of massive smoking factories just pumping pollution into the air. There should have been at least one heavily polluted body of water where using the fishing rod will just give you Grimers instead of your typical water types. They could have also done more Galarian forms in line with Corsola, where it’s an existing Pokémon that’s been negatively affected by urbanization/industrialization - be it an old grass type turning into a grass/ghost with wilted yellow leaves, or a water type turned into a poison type with the suitable design changes. Hell, they could even reference the Pepper moth by adding a grey/black Galarian Butterfree that you can obtain by evolving it inside Spikemuth. Galarian Corsola is literally a fucking dead Corsola, so it’s not like these ideas are too edgy for a Pokémon game.
If it were shown that the industrialization of Galar was unsustainable and having a clearly visible negative effect on the environment and Pokémon, then Rose’s willingness to go THAT far for a clean energy source would make sense. As it is now, it’s like... oh yeah, everything’s going great, but the environment MIGHT be fucked a thousand years from now, so let’s summon a literal eldritch abomination that may very well destroy our entire country.
If we’re gonna delve into more fan fiction territory, I would’ve based that aspect of Rose on Elon Musk. He’s completely confident in his own abilities and literally doesn’t even consider that things going wrong with his plan is actually a possibility, which leads to reckless actions with severe consequences. This could involve making him a bit younger and more douchey, to the point that he can sort of serve as a direct counter to Leon’s “actually just a nice guy”. “Arrogant genius with good intentions who fucks shit up due to his own hubris” is a lot more interesting of a villain archetype than “guy who seems nice but actually has a nefarious plan”.
