The guy is Indian himself, moved to the US, and wants to live in an ethnic enclave because he feels that it is high trust and he can let his kids run around the neighborhood without fear of them being harmed, but he wouldn't hesitate to call someone racist if they said they they didn't want any immigration in order to have a high-trust nation ("America is all about diversity").
