I hate to play devil's advocate (I fucking hate cities), but I'd say we've already had a massive scale mouse utopia built in every city, but unlike throwing 25 mice in a box it happened organically so recreation, new coping mechanisms, and the ability to leave (imagine that) were developed to help people adapt easier. Mice don't have a concept of recreation or anything other than animal instinct to cope with any unique situation, of course humans can and do adapt themselves to many situations that would break any other animal extremely quickly. That said, if you throw any animal in a box and lock the door with that level of population density they will always go insane, it's only a matter of time. That's not even mentioning that mice don't live in societies as humans do, they aren't complex enough to support such a social structure so you obviously have no means of planning or laws that make society not just a collection of animals fucking in close proximity.
