From what I hear it's that instead of picking a suitable voice actors who can capture the iconic roles of the characters, they instead reached for the most popular celebrities they could afford even if they didn't fit the roles at all.
With Bob, there's extra salt because Mario has been voiced by Charles Martinet since forever, and Lou Albano voiced him in the Super Show (which I think is where the "Mario is a plumber from Brooklyn" canon Bob idolises comes from). It's unlikely Chris Pratt will channel those performances. Even Bob Hopkins had elements of Lou's working man performance.
