As one can easily see on Wikipedia's map, the Keystone pipeline (either existing or proposed) is mostly in the United States:

he's also so monumentally stupid that he doesn't factor in (by ignorance or wilful ignorance) that the moon's gravity is so weak that it can't be terraformed because it can't hold a decent atmosphere.
