Lack of real world performing experience. Keeping it on topic, people like Bob have no experience performing in the real world - they stand in from of a cheap camcorder and bad lighting all day talking to themselves. They have no audience to get real time feedback from. So they don't actually know what's funny - they just talk about things that they think are funny in a way that they think is humorous.

The problem comes in when they start taking criticism as trolling or harassment and then they never improve.

Edit: Also, his editing seems to be getting worse. The audio will sometimes cut out in the middle of a word.

That's his native accent, but when he first started making videos he would swap to a generic broadcaster voice for recording. The accent would slip through when he was being particularly rant-y.

Now that he permanently exists in rant mode and no longer has a real job, he stays in Bahstan mode 100% of the time.
