Alright, so I have two announcements:

It's just a joke and a rumor. It got started when he announced he's a diabetic, because foot amputations are common among diabetics.

There is some evidence, like the fact that he has "old foot injuries" that combined with his diabetes prevent him from walking barefoot.

Fedora tendencies are mentioned, but I don't think he has an obsession with the 80's, he just has an obsession with certain properties that we're created in the 80's, note how he's perfectly willing to butcher many properties with his "proposals", but he almost never touches Mario, at all.

I know it is a common theme, but I really find that Bob's emphasis on intelligence is truly showing of someone who really feels inadequate about their intellectual capacity. It is known that a truly intelligent person doesn't need to brag about it as they are comfortable in their own shell. It is also the similar speech pattern of a "family values" politician that turns out to be super homos themselves.

Oh definitely. This is essentially what fuels self-projection in people. They have something that they are self-conscious about, and it bothers them deeply. So they go to great lengths to make it seem like they don't have this fault. They talk endlessly about it or they chastise others who they perceive to have it.

Bob endlessly talking about the subject of "intelligence" is his way of trying to make him feel better about being a moron.

My guess is that Bob uses these nicknames because it makes him sound like the grown-up one, talking down to an inferior/ less mature person. (In reality, of course, it is Bob who is the immature, intellectual lightweight.)
