No. Thomas Aquinas recognized that a logically impossible task is not a task at all, yet modern atheists continue to berate God for not doing tasks that are not even tasks.
But indeed God's supposed omnipotence is less than most people recognize. God, for example, cannot renege on his own promises like us mortals regularly do. That's why He have to put up with those pesky Jews despite their serial disobedience.
I disagree with the logic behind this if we are talking about an omnipotent and omnibenevolent deity, as such a deity would be capable of creating a universe full of sentient life that has personal freedom, but just never chooses to do "evil" things.
Your assumption is that Evil is something that
is, rather than something that people
do (because in this case when no people chooses to do evil, evil simply cannot exist). While assigning Evil an objective ontological status is quite consistent with Christian theology, this is not universally accepted.
Another problem with such a scenario is that, in a world where Evil exists but people never experience it, how would people apprehend Evil as a concept? How would they even know Evil exists? This is important as the apprehension of Evil is necessary for the recognition of God's goodness.
Back to Bobby. I didn't watch
The Joker, but whatever the Joker does in the movie, Bobby has no ground of denouncing the action themselves as "problematic and irresponsible" -- there are, after all, No Bad Tactics. If The Joker has caused harm to a Bad Target, we would have heard Bobby and other SJWs raging about it already, so I can safely rule that out. The only conclusion I can draw is that, in addition to the "No Bad Tactics, Only Bad Targets" directive, Bobby's pseudo-morality must include "There are also Bad Instigators" -- namely white men. Not a ground breaking observation to be sure, but a sign that Bobby, despite his posturing as an elite creative intellectual, is just another run of the mill SJW.
