I have no idea what he's saying. I really don't. Is he trying to be funny by dropping names? Where is the set-up and punchline of the supposed joke he's trying to make?
The “joke” is a reference the end of Wandavision episode 5 where Quicksilver is played by the actor who played him in the FOX X-Men films instead of the one from Avengers: Age of Ultron and applying it to Clarice as it has a different actor as Hannibal Lector than the last time he was in a TV show.

They're ugly (not just physically) and they know it. They're not capable of creating good and beautiful things unironically. So they try to make the world around them ugly, like they are, and bring it down to their level.

Though it's worth noting that this shift comes in response to recent polling showing Macron neck-and-neck with Le Pen for the election next year- and the French take their republic, and their elections, really fucking seriously, to the point where they banned vote by mail back in 1973. Macron can't just spend the next year in his basement knowing that 200,000 ballots for him will materialize in the 13th arrondissement at 4AM the day after the election. Bob is probably delusional enough to think his blue check gives him access to the same Twitter circles as say AOC or Hillary Clinton simply because they also have blue checks. Spergs like Bob know they can't compete with normal, well-adjusted people at their own level, so they have to twist and warp the world into one where they can compete - a world where laziness, snarkiness, sneakiness, and passive-aggressive bullshit are seen as virtuous and intelligent. There's also a demoralization element at play. Take a good-hearted, earnest, hardworking hero in a work of media, like Luke from Star Wars or Joel from TLOU and have the plot and characters shit all over them. Show them being humiliated and defeated. Show ugly, immoral characters getting the better of them. If you can make those awful characters unlikeable Mary Sues with unearned powers, all the better. This teaches any good, hardworking people that view the media, that good, hardworking people are losers who should get out of the way of their sneaky, underhanded, more intelligent betters.

There was a time when media had to at least try to be good, because it depended on ratings for its success, but at some point in time, the success of a show/movie became divorced from its ratings and tied to it's pushing of the SJW narrative, The people who push the SJW narrative are creatively bankrupt spergs like MovieBob.

Ok so, I think it works like this:

You know how some people watch porn, but they get desensitized to it so they have to keep viewing more and more deviant messed-up fetishy shit to even get a stiffy or whatever?

It's like that for Bob and the spergs of his ilk, except instead of porn, it's "normal" things in TV/Movies. They need "edgy" and "quirky" to get a boner to feel something while watching a thing.
 
And it makes me incredibly happy to see that Bob is still ass-hurt over Sonic the Hedgehog's success. Does that mean Sonic the Hedgehog 2 is going to be any good? Not exactly. The first one had the benefit of lower expectations from the fans (including yours truly) and thus set the bar higher for the sequel so plenty could still go wrong. Look at what happened with Wonder Woman 1984. Bob simply can't accept that Mario's old rival achieved the success the plumber couldn't in film. It must really sting--to realize that he is not really that influential or important. So tell me, sport, who are you again?
There's no way it could be as bad as WW1984. That film was trying to poignant and failed spectacularly.

Anyway, Bob has this thing against consumers objecting to the way a film or game is presented. He mocked the controversy over ME3 and made some dipfuck statement about entertainment being like a car and you just take it from the dealer and drive away or some such shit. He must look at the success of Sonic and how it was lauded for making a positive change with immense contempt (along with it being about Mario's rival, of course. Can't forget about that Vietnam-like Console War). At the end of the day, he's a consoomer and doesn't like that normal consumers object to the product presented to them.

1) That the principle of story first in art produces not only better work, but lasts longer as well. Producing art "for the moment" means it ages badly because the moment is gone.

Hence why the long-running joke on Twitter some years back was that Patton was the one who had killed his wife rather than her own hand. It wouldn't be that hard to believe knowing his behaviour and even if it weren't true it didn't stop people rightfully getting a rise out of him with it.
