tbh I have a very strong suspicion that Skylar was going to flunk out and that he knew it. People staring down the throat of failure and the collapse of a long term undertaking commonly lash out against the institution, blaming said institution for their own personal fuck ups. Absolutely there are countless examples all over the world where the institution was indeed the one at fault, but I sincerely doubt that this is one of those times, unless you look closely and wonder if they should have expelled him a long time ago for his constant interrupting of classes and terrorising the other students and staff. If he can't have a single class where he keeps himself in check, quietly take down notes and doesn't act like he's a pair of scissors away from getting stabbity, there's no way in hell he'd ever turn in an assignment that's even vaguely acceptable. Chances are good that the lecturers decided en masse to just give him the bare passing marks he needed to finish university and get him out of the place soon as.
Unfortunately, the further along any student gets the harder it is to rubber stamp them without seriously violating various regulations and requirements. If that's indeed the case, then administration would have waived off the first couple dozen complaints against Skylar, and by the time they realised how badly they'd fucked up there wasn't much they could do to fix it, and basically gritted their teeth and tried to live with the snail trails of slime he leaves behind him where ever he goes. Freaks like Skylar usually last about a semester and a half without taking such a massive offense to someone saying "I disagree" and grabbing their shit and storming out, afterwards spending a decade or two shitting up various types of social media, whining about the massive bullying they'd copped and how admin didn't merely refuse to help, but actively participated instead. But with the last semester, not even the most beaten down lecturer can rubber stamp the empty air where a half dozen of thesis, research project results and essays should be. Skyler was never going to pass and he knew it, and the posters were part of his pathetic attempts to convince everyone, including himself, that he wasn't flunking out because he's a shit awful student who refused to do some actual work, but because there was a conspiracy against him masterminded by the school admin / student body / the homos / the reptilians / the heretics who destroyed the Catholic Church for shits and giggles / Wallmart who took such a bizarre exception to having their monetary devices tampered with / the Kiwis / the Illuminati.
It's not Skylar's fault he's such a thoroughly despised fuckwit who can't even muster up a ten page essay on what he did on his holidays for his lecturers to stamp "passed, now get the fuck out" on! It's because everyone is against him because they're sooooo jealous of his genius level intelligence and feel like their own pathetic little achievements will be blocked out by his massive silhouette, leaving them to drop and die, like tiny flowers without the sun...
