I know Phil won't be able to read what I have to say, and even if he could he's too scared and stupid to take any action.
But if I could give one piece of advice to Phil it would be:
KICK TORREN THE FUCK OUT!!!!
Seriously this has gotten to a point were it is beyond stupid, If Phil is too scared and needs help kicking Torren out he can call the police non-emergency number and have an officer come and escort Torren out. Hopefully without getting landlord attention.) As Phil is the only person who's supposed to be living there anyway.
And I know Phil fears being alone but honestly being alone is better then being with Torren IMHO.
On the other hand I find this hilarious that Torren can be so open about his infidelity and Phil does nothing.

He's been living there long enough to have acquired rights as a tenant. Just throwing him out could easily be illegal and get a restraining order against Phil himself entering his own home. This is why you don't put up psychos.

If Phil wanted to kick him out, at this point a legal eviction would be required. I'm unsure of the laws in Oregon regarding renters rights, tenant rights, etc - but typically in a situation where someone has gained resident status (whether they are listed on the lease agreement or not) court intervention is necessary. The evictee has the right to respond, which draws the process out if they choose to do so. Evictions can take days, months, some cases up to a year or more to finally get rid of someone.
at any rate, it'll never happen because phil's too much of a pussy to risk what little social capital being attached to toren gets him, and complaining about toren is an easy excuse for asspats.
