You could put that case forward.. but more realistically it was just that Voyager had weak show runners, who couldn't maintain a consistent vision. Particularly when they were burdened with shitty characters, that even Orson Welles if he had guest writing/directing gig, would have struggled with.Yeah, the synopsis alone is a wild ride.
Tom has to follow the laws of the Ledosians and take driving lessons, meanwhile Janeway allows herself to decide what's best for that planet, the Ledosians and the Ventu, ignores the laws of the Ledosians and has her crewman risk his life to fulfill her wish...
It's stuff like this that makes me think Janeway was never about following rules, she just forced her own people to follow stupid rules to fuck with them and to amuse herself when they have to do the song and dance of some idiot alien species while she just slams her hand down, the moment those uppity savaged demand respect for their rules from her.
You could kind of see that they realised where they had gone wrong by getting rid of Kes, and introducing seven of nine. In a narrative sense this was her moving into the role that Tuvok should have occupied.
I mean Kim, Paris, Torres, so many of the characters were just irredeemable shit that no guest writer was going to be able to save. They kept having to Tell not show, that Paris was a badass, Torres was a powerful and conflicted woman, etc etc but ultimately even loyal viewers didn't give a shit.
The best shows such as 'Living Witness' or "Worst case Scenario' relegated the characters to either a secondary role, or had them acting completely out of character.
The reason DS9 worked was that Avery Brooks was a bit of an asshole, who wouldn't just spout whatever shit some hack writer wrote. Likewise Alexander Siddig, Colm Meany and René Auberjonois were all established actors, who were probably capable of telling a showrunner a script was shit,
I suspect that on a basic level the cast of Voyager knew they were shit actors on a shit show, and just counted their blessings.
