Move over to a credit system so they can't send the money home so the money stays in the country and they can only spend the money on Government approved items (basically no alcohol or cigarettes). It wont get rid of all of them but it will do a big hit to their numbers.

It would also cause problems to the natives who are on benefits for legit reasons. The immigrants would create a black market where they buy official things and flog them for 20% off to poor people the way a lot of druggies do now. A lot of super markets are having to put foods like steak and even protein bars in cases because shop lifting is so bad and it's not by starving people. It's druggies and immigrants trading stolen goods for cash and they will do the same unless you give them a ration book where you can only get a set amount of goods with no deviation.
