I did manage to track that they have a single actual physical location at 572 W Lake St, Elmhurst, IL 60126, USA.
Based on the 'E-85 Ethanol' stuff and this has station being in the heart of Corn Country Illinois, I'd say this looks like a local joint run by a farming co-op that pays to have some of their corn refined into E-85.

And it seems far north of their usual territory.

Does this give them a tax break or something? I don't know the tax laws in the US with respect to petrol and diesel, however, I do know some tricks used back where I live with respect to biodiesel:

(Running an on-site press to convert surplus maize / sunflower seeds into oil and using this oil to power vehicles is not taxable provided the vehicles are not taken off the farm. The minute you use or sell the oil for operating vehicles on public roads it is taxable at the same rate as diesel originating from traditional sources.

This is quite easy to evade by finding an independent bulk carrier who is willing to buy your oil at below standard taxed bulk rates [still more than if you pay tax on it]. He will then mix it into commercial diesel[to disguise the smell] and sell the finished product to petrol stations.)

Not necessarily - a Ponzi scheme or tontine(illegal pseudoinsurance scheme in which a group of people each contribute a sum of money to a "pot", which is payable to the last survivor upon him becoming such - see endnote) are two examples where the only "business" activity involved is soliciting payments.

Another example I can think of is Bitconnect - unless you consider the negligible expenses involved in generating the "bitconnect token" and the cost of their hype meetings as legitimate business expenses, this scam was mainly talking people into swapping something with value (Bitcoin) for something worthless.

Tax evasion does require an income-generating activity, the financial crime here is finding a way to not pay taxes due.

NOTE: It just occurred to me that you meant "limited liability company" by "business" - having one or more of these is generally beneficial both to the criminal and the honest businessman.

The Tontine was the first attempt at setting up a life insurance scheme, and they were tolerated until a pattern was noticed - once one was close to maturing (IOW when there were only 3 or 4 members still alive), the remaining members became very prone to suffering death by violence or "accident".

The thing with financial crimes is it's never just one. They travel in bunches. Money laundering is one crime but you don't need to launder money without committing other crimes before, during and after. Tax evasion is a biggie and the easiest.
