There's no way he's gonna walk off easy, what he did was way too disruptive. The only thing he really has going for him is nobody actually died unlike with Tyler Barriss.

The Doxing/Swatting is its own kettle of fish, the other kettle of fish was operating as a paid service (that was most likely not licensed, regulated, or even documented properly for tax purposes) for illegal purposes that specifically sought out acts of targeted violence, harassment and even the prospects of death upon targets by the clients he would deal with.

In this, he is both Pimp and Whore; the whoring is its own crime, the pimping another portion of it; by doing both, his case is especially different.

I understand the point you are trying to make, however, a lot of illegitimate businesses that do illegal content at least try to register as some form of legitimate company to prevent the tax hounds. Let's take a very brief summary of criminal enterprises 101.
>You are Don Fagoli of the Murderoli familia; you run drugs, launder money, and you murder people. You make about 10 Million dollars a year. How you do justify this amount of liquidity and operation costs to tax hounds? Simple, you just create something called a "Front" business, such as "Don Fagoli's Construction Company" or a Charity such as "Don Fagoli's Fund For the Orphaned." That way, you can make money, without drawing suspicion or ire.
That, or you can just bend the truth about your services, similar to what Escort services are, and to a degree, Onlyfans. They are totally not physical/digital prostitution scenes, they just provide "entertainment" for clients for a price. Likewise with PMC groups, "We provide experienced physical and digital security for your endeavors." This is totally not "Murder for hire groups" just security.

Because of Mr Filion's age, I'm sure it never really crossed his mind to create a front business, nor bend the truth to his business to legitimize it as per legal entity was concerned. Very rookie mistake, but the intent was still there.
This further leads me to believe that there is most likely no upper echelon, no overseer; because that sort of thing would've been covered if there was.
