IIRC RT has rules for making other weapons and character profiles. 2nd ed might too for weapons, I’m like 99% sure it had one for custom vehicles in its own supplement.
You’d run some issues with bigger stuff like primarchs or super heavies, but frankly those don’t really belong in the sort of platoon+support scale your describing.

But I do agree, it would be nice if GW had a system that was a smaller scale of combat than what 40K is currently at.
Methinks they should do an AoS and 40k crossover (since they want it to be capeshit so badly) and introduce refugee characters to both settings. Like give Archaeon to 40k and ship Creed’s fat daughter off to the Stormcast.

A Bloodbowl like alternate world that has 40K and AOS clash. Especially if you had something like there being two sets of chaos gods so you can get some mixup instead of “stormcast+marines, Nagash+crons, CSM+CW” we’d almost certainly get because of the chaos centric of certain writers.

And that sort of baseless nonsense has real consequences for the consumers, because it undercuts the legitimate criticisms of GW’s many anti-consumer practices by making them nothing more than a boy crying wolf. And even on the culture war side of things, directs attention away from the real leftists in GW like Mike Brooks.
