An ideal would to me would be one in which people are free from corporate and government tyranny. No social welfare programs (with few exceptions), completely privatized healthcare, student loans, housing, education and other things the government is needlessly involved in like farm subsidies. A world in which owners of virtual public squares are not allowed to kick you off for violating their completely arbitrary rules.

Government exists to maintain infrastructure(roads, power, internet cables etc), ensure people don't do non-violent things that nonetheless do too much to interfere with others' peaceful enjoyment of life(dumping arsenic in a lake or burning down a forest), shoot people who repeatedly violently interfere with others' peaceful enjoyment of life, breakup monopolies, and manage ownership of land/resources. There is a flat tax based on square footage of land/natural resource ownership to cover the functions in the previous list and associated administrative costs and nothing else. The government cannot run a deficit, because it inevitably leads to government growing out of control. If you don't pay taxes on your land, your land is seized and auctioned off.

Half of those will probably true in 10 years in places like California and New York.

Leave all nations and companies to function as they are now. Intervene if something is in my view beyond monumentally fucked. You fags can all sort yourselves out how you want. The most dictatorial thing I'd say I'd do is reeducate people to learn how respect works.

I will not force anyone to do anything else. The world will stay the way it is for the most part, since they are all united under me there will be no point of war between territories as I'll act as a middle ground if any conflict arises.

If i'm not being serious I'll say everyone will have to watch all episodes of one of the Shonnen 3 (easy: Bleach, Normal: Naruto, Hero: One Peice) and will have to go to school on Saturdays. When hitting their teens they need to watch a random fan service anime and write up a 4 page report on who's the best wifu from the whole series in 9 sized font single spaced.
