The thing is, a lot of Americans have the same physique as Chris and quite a few are even more poorly groomed than he is. If I saw this mugshot of Chris without knowing who he is I wouldn't bat an eye because I've seen worse looking people all the time here in NYC. What does that say about the state of Americans in 2022?

I very much doubt that. Despite the way movies love to portray stuff like Arkham Asylum, in real life mental hospitals, patients are generally not physically beaten. Sometimes patients fight amongst themselves, but these fights are shut down fairly quickly -- and the patients are usually not skilled martial artists.

He just looks tired and unhappy, and is probably on some pretty heavy meds to try to bring him back to reality.

EDIT: Also, if you're going by the AI upscaled image, remember that most of it is speculative/imaginary imagery generated by a computer. It's not a real picture. Right off the bat you can notice weird stuff like eyebrow placement that is almost certainly not real. AI upscaling just tries to match the fuzzy pixels with an average of similar images, it is creating data out of completely unrelated sources.

Especially the pharmaceuticals. We could very well be looking down the barrel of the most coherent version of Chris ever. Or he could be halfway to a fucking vegetable. Either way, the whole incarceration saga seems to be doing it's job swimmingly. Chris isn't out being a menace to society.

That is what I meant asking "is there something weird with the image?" AI upscaling definitely counts.

You have a lot more faith than I do in the state's willingness and dutifulness to protect a motherfucker, and he looks well beyond "tired and unhappy." He looks broken. Maybe the meds they gave him helped him to grasp the gravity of his situation, but would not be in the least surprised if it was more than that
