Dont know why you guys keep thinking he's in a low income complex. He's paying 750 - 800 bucks a month, there are plenty of actual low income apartments in Casper for half that.

if i remember right, his complex has a poor part to it, and he is living at the cheaper end. also, his neighbors are poor trash. being an ex felon wont get you a high paying job and old meth heads wont have a lot of money on them.

Down the hill dave doesnt live in the complex, he lives down the hill. As for Ian, he could be with a roommate or whatever. Looking at the website for his complex doesnt reveal anything about there being low income options.

I don't think he leaves the apartment enough to get bedbugs, most of the greasy drifters he hangs out with might have them though. In the past the spray paint fumes probably acted like a passive pesticide that killed everything in the apartment smaller than a rat, that would explain why he isn't infested with various parasites by now
