Minnesota's training manual stresses placing children with family and it is accepted practice, in other states at least, to allow family to take classes to become licensed while they have children placed with them. None of this is conclusive, it's just likely. You'd hope Kayla's parents would have the connections in CPS and know the system well enough to fast track things. The concerns are that sometimes placing with family is avoided immediately so that the parents cannot contact the children while the investigation is in the initial phase and saddling 5 kids on one family is a difficult situation.
