Harebrained Schemes isn't completely dead. They split off from Paradox this year, and just announced a new game called
GRAFT which is funded by an
Epic MegaGrant. I doubt they have enough remaining talent & resources to make another good Shadowrun game even if they could get their hands on the license again.
I think Microsoft owns the rights to the Shadowrun video games now, so they could have one of their studios make a new game. For a turn based game, they would probably have inXile or Obsidian do it since those studios have put out turn based games recently. I doubt Microsoft has plans to make another Shadowrun game. If they do I would bet they make another FPS similar to the 2007 game instead of a role playing game.
