Lillie is not 19, she is supposed to be 11 according to the Pokémon Company. The official Sun and Moon website stated that she is around the players age and the games states that the player is 11 years old. But you can't expect pokémon lolifags to read official materials and connect the dots.

Edit: Because I always find that page funny here is what the concept art says about her older brother. Who is clearly meant to be a teenager.

Thanks to the Terraleak a few months ago we know the canon ages of many characters now. Some are older than to be believed, some are younger, if you want the full list you will have to look into the Pokemon thread. Can't help you where exactly it was posted, but I'm sure it was done by me.
