• Canada isn't mostly tundra, it's mostly taiga (boreal forest). They're different biomes. Taiga has trees and tundra doesn't; tundra permafreezes, taiga doesn't.
• Canada does have a lot of oil but only people making money off of it are particularly married to its extraction. A lot of people in Canada want to start looking at moving away from fossil fuels and into alternative resources. The ERoEI for oil is like 5:1; for wind it's more like 19:1. There's one province called Alberta that's desperate to make the rest of the country its own personal pipeline and people on the coasts are less enthusiastic unless they were brainwashed in early adulthood working on the oilfields escaping the relative economic poverty of their home provinces.
• In any case, the tariffs were baffling in part because as much as 74% of oil exported from Alberta goes to the American Midwest, and as much as 100% of the oil imported into the American Midwest comes from Alberta.

Regarding Congo,

• Cobalt is required as component for lithium batteries. ~75% of the world's cobalt comes from the DRC. We're talking billions of batteries.
