Oh, I completely agree. I absolutely hate Goodwill, HSN, and dollar stores because they pretty much exist solely to prey on middle aged women with hoarding tendencies. Its bloody exploitative.
Sometimes I wonder if that's what did my mom in.

There's a 99 cent store down the road from where I work and it's the best place in town to swing by on my lunch break to grab a snack or a soda, and Goodwill is great for buying "disposable" props or clothing to be used for cosplays and things like that. But I get what you mean about appealing to hoarders, Goodwill and thrift stores tend to have shelves upon shelves of kitschy knick-knacks that I always see old ladies filling baskets with.
Sadly the world I lived in went from fancy shopping centers anchored by Penny's to the Dollar Trees, Save-A-Lots and thrift shops of today, with an ever-increasing demand for health gyms. I still have a Kmart to go to a mile from home.

I don't believe Fatty will ever stand up to Barb. She's been dominating him his whole life and he has no other real social outlet.

Just think about how sad that is.

It's a damn shame that they are doing a half-assed renovation on the house. I've seen houses much worse off than 14 BC be restored to immaculate condition, better than they were before. After an F3 tornado passed through my area a few years ago I saw first hand just how much damage a home can take and still be rebuild-able. When a competent company is in charge of things the whole process goes smoothly and everything is done right.

I do have one question, if the insurance company cut them a check and then Barb decided to go with the lowest bidder what are they going to do with the remainder of the money? Pay off old debts?

With Barb's settlement being smaller than she expected and their debts, the lowest bidder may be all they can afford. There might just be nothing else.

Maybe this is where the Ford Focus motivation came from? Even if they were bright enough to scam an extra $1,500-$2,000 out of the insurance company from contractor pricing, I could see them formulating that into covering an extra $10k in monthly expenditures.

BARBAGE MUST FLOW
I just had the unflattering mental image of Barb in that black train thing that 3rd stage Guild Navigators ride in. Only filled with thrift store crap instead of The Spice.

Back on topic, like I said awhile back and as others have pretty much said, I'd be happy for Chris if he stood up to Barb and moved out. If she wants to be, as CalmMyTits put it, "Snorlax-hime of the Gomi Fortress," that's her choice, but she shouldn't be able to make others wallow in it with her.

So what's the deal with the settlement? By "smaller than expected," do we mean "Barb thought she would get a million dollars for the burning of her imitation Dali painting" or "Barb was expecting enough to cover repairs but the insurance company saw the house and laughed until they pissed?"

BARBAGE MUST FLOW
THE HOARD MUST GROW

ALWAYS.

They probably cut her a check, said "use this company" and Barb instead chose Bargain-Bin Bob's Building Renovations
What are the regulations of turning back on the utilities at a previously fire damaged but now repaired home? If the House was still in poor shape wouldn't the country refuse to turn back on the utilities?

I've never been through something like this, but I'd assume to house would need to pass an inspection by all utility companies and the township before anything can be turned back on.

If the house is in bad shape even after some of basic bare minimum repairs like Skyraider91 described then I hope the country refuses to turn on the utilities. Chris and Barb are going to end up dying if they live in a toxic environment like that

Greene County doesn't care, Ruckersville is unincorporated. you can slap together some pallets and live in that if you wanted to.

Living in a rotting, burned out husk with Barb sounds like a punishment out of a Greek myth.

I'm praying Chris moves out. This is sick stuff, honestly. Barb is absolutely nuts for doing this, and shame on her for dragging Chris along for the ride with her emotional abuse.

Edit: oh my god Marvin why did you remind me about their pets too

I've always been curious about the extent of services Chris's disability entitles him to. With the way things are looking now, I think Chris's only real chance for surviving on his own depends on help from someone who can professionally assist the mentally disabled, especially with their finances. I imagine Barb's passing could possibly result in an outsider, be it a social worker or someone from Rocky's church, checking up on him only to discover how severe things are. As morbid as it sounds, that might be the one thing that would truly turn things around for Chris. Of course, Chris might be so stubborn that he'd turn away any help he could get.

Either way, as flawed as Chris is, he doesn't deserve to live in 14BC. Hopefully the house is truly beyond repair and he'll be forced to Zap To The Extreme elsewhere.

Fatty's fat, and unless you're really wasted and made your estimation whilst wasted, Chris is fucked.
