I feel there is a two part solution to it. Firstly certain revisions might be needed to the Vexatious Litigant classifications and application, specifically making it something that applies across all districts if you're branded such, but maybe some extra barriers to applying it, for example needing the consideration of multiple judges to agree as well drawing actually lines that need to be crossed to even begin to qualify such being to prove that someone is abusing the courts by being able to demonstrate multiple bad faith cases were brought before the courts, just so that we can maintain both the spirit of the systems in place, but account for the changes in the world that allow their abuse.I understand, the courts exist for the little guy to be able to hold institutions/people accountable. In Forma Pauperis is a good concept because you shouldn't be denied the ability to hold someone accountable due to poor finances.
But come on man, like you said at a certain point they should lose that ability. We should have the right not to be persecuted by a fat psychopath who can do this for free AND get paid in neetbux to do it.
Here's another place we need to update the judicial system. We need to grant judges the right to look an an appeal and refuse it with the only reason being "the appealant needs to cope and seethe". You know the judges want to. We just need to let them have that power.Oh you poor innocent child.

I think it's more of a combination of Disney's legal department is terrified for the case to go to a jury due to the potentially losses (relatively minor issue given the size of Disney as an entity) and their legal department having WAY TOO MUCH freedom and autonomy to do any hail mary tactic without any other part of Disney (say PR or non-coked up lawyers) to tell them "NO! Is this normal? I don't know US law well enough to know if a Magistrate Judge needs to list his reasons for a dismissal on a IFP case.
Yes but he wants (and should recieve) a jury trial. That is where the floodgates open.
