This is beginning to get off-topic, but this is just bullshit. There is nothing in Florida's Constitution that deals with extradition. Florida's statutes explicitly state that FL law enforcement will execute any others state's warrants so long as they state facts that would be a crime in that state (941.07). The statutes that govern extraditions (941 Interstate Cooperation) make no differentiation between misdemeanors and felonies, and assume that extraditions both into and out of Florida will happen. I know that practice isn't always the same as the theory laid out in statutes in common law jurisdictions, and I can think of a dozen reasons a fugitive might flee to Florida, but I have never heard of Florida being a safe haven for wanted criminals because of an inability or disinterest in extraditing to other states.
Most likely it would be the usa marshals that would be sent to get ralph but only when he re enters the usa. It really relies on where he enters and whether or not they hold him after checking out who he is. Surprisingly enough some places do not care about active warrants. Its really up to the state that hes passing through to contact the people that are supposed to come wrangle his ass.
