the lore for the mod says that apparently Portland was a staging area for Anchorage, with a lot of hardware left there. Frankly I don't know why you'd choose Portland since it's very far from Alaska and in Fallout's lore the US was already constantly moving stuff through Canada.

I think they realized it would take way too long to scrub its content of the people who wanted to leave and now they're just washing their hands of it.
The people who worked on the technical aspects of this mod are gonna get offers from other mod makers and maybe people in the actual games industry.
