What's the point of chip damage when BLOCKING? You're punished for being defensive in a fighting game?

Blocking a punch still hurts. But for the sake of a video game, it should only do one unit of damage. That way you are unlikely to lose a fight on blocking chip damage and it would make low health situations riskier.

Maybe a blocked attack should do chip damage to both players. Could get that cool action movie scenario where both guys knock each other out.
