Not going to lie, that would seem the simplest solution. I'm a finn, lived all my life here, I'd wager that she's not from here based on few reasons:
- you go on through all the hassle to get your VISA, organize time off from work etc
- you pay out of the wazoo for airline tickets to sit 20 or so hours in transit (or even longer, depending on where you leave for the Helsinki-Vantaa airport)
- and all of this, just to visit CWC

Funny, sometime ago I was rewatching the early episodes of Geno's documentary and Chris said that he couldn't have killed Billy Mays (lol) because that day he was at a cousin's wedding. Could be a lie with a grain of truth in it, where she does have ties to Finland but in reality, lies about having to constantly go back there, just so Chris isn't trying to hound her. I mean, we saw her at an airport - this in of itself is not concrete proof that she actually arrived by an airplane. It's actually entirely possible to 'fake' being on a flight by getting tickets online so you can get through security, and then while at the airport simply cancel the flight - I had a friend do this recently so he could meet another mutual friend at an airport during the latter's layover period, so the latter wouldn't have to go back through security.

Well, I do recall Chris's car being in her driveway and presumably checking in on his dear sweet mother.

It's very possible dear Flutter is there to supervise what goes on (I'm assuming she's not that depraved but you never know) and I suppose it's possible that they've taken some of what they've made to help out Barbara.

We also know for a fact that once it became known what Chris did to his mother, his aunt and uncle immediately barred him from coming over.

I doubt they would just hand over Barbara's care to Chris without being somewhat insistent with Barb that it would not be in her best interest to let her son resume care or that of his gal pal.

I seriously doubt that it's a collaborative effort but it's Barbara's life and Barbara's home and Chris was her gopher and flunky nearly his entire life.

Like with the horde, some things may just be beyond the state of Virginia's ability to intervene.

It's very possible that Chris assigned Flutter to be Barb's primary nursemaid and caregiver when they visit or even just on occasion a few days a week you never know..

I thought the same, it could be that she was just riding a Greyhound to the airport. I still don't think she's coming from Finland however.
