Some information is extremely basic but here you go...
Mike Vining was one of the first soldiers of US Army Delta Force as a Explosive Ordinance Disposal specialist, he is photographed as part of General Schwarzkopf's security detail during the Gulf War. He also wears large glasses, which contrast the look of many "operator" types, especially since he is a decorated soldier in one of the best military units and retiring as a Sergeant Major, the highest enlisted rank of the US Army.
Quad NODs or GPNVGs, are a night vision observation device that features four tubes. Allowing for a wide field of view and each goggle can be adjusted to a different plane of focus. This contrasts the more common monocular like the PVS-14. Which only has a 40 degree FOV and a single plane of focus around a single eye. Yet with a price of $40,000 for a GPNVG compared to $3,000 for a monocular, only elite forces that are issued those can be afforded to.
Red dots are electronic reflex sights that have an LED emitter inside which projects a mirrored image to the user. They are excellent for low light shooting, close range shooting, and use as an aiming device with night vision goggles.
Low powered variable optics are magnified scopes that would have a variable range of zoom from 1x or almost close to 1x (eg 1.5x), to an intermediate level (most often 4-8x). This offers versatility to the end user and able for the firearm to be used in various distances, from close quarters to the maximum point shoot distance. They are paired with red dot sights mounted on the top, or at a 45 degree angle. For night vision use, snap shooting, or with night vision goggles.
Multicam is a camouflage pattern developed by Crye Precision, a textile company specializing in military clothes and nylon equipment (armor carriers, magazine pouches, etc). Multicam is a transitional camouflage pattern which works decently in all environments, and excellent in areas between forests and deserts. Initally adopted by special forces it morphed into becoming the default camouflage pattern, especially for NATO countries. Multicam black, a variant, is seen often with fantasy groups thinking it's even more tactical than Multicam itself, yet is quite a useless pattern and a subject to the consumeristic side of this genre of firearms.
Sicaro is the Spanish word for hitman. Sicaro is also a famous action movie from the early 2010s about the CIA doing black operations and getting into shootouts with the Mexican cartel. One of the notable characters in the movie is a man in glasses that is a part of Delta Force, with Mike Vining as the inspiration.
Phonk is a newer genre of music, often associated with video footage of modified tuner cars or war footage. This music would have aggressive electronic bass.
IYKYK, or If You Know You Know. Some implied information, where the context could be questionably legal (war crimes, technical information for making improvised weapons, etc).
SOCOM, or United States Special Operations Command. Is a joint organization for United States Special Forces. Not sure what SOCOM glazing is, either a thin layer of carbon fouling. Or it could be some special forces operator splooging into a pair of Crye combat pants.
CAG, or Combat Applications Group. Is the alternative name for Delta Force.
Tactical twinks refer to men of a small skinny statue often seen on flat range footage from Instagram or YouTube. These people can range from literal crossdressers (Destiny) to possible closeted homosexuals (Lucas Botkin). Often times tactical twink will refer to Botkin specifically.
This meme is poking fun at the consumeristic trends found in social media. Instead of stuff of actual substance of the practical application or knowledge of firearms.
