"Set aside" means it could have already been invested, or it's what they're "planning" to invest. Some reports are saying they lost $95 million on this project.
To put things into perspective: the average budget of a major release in the sixth gen was $10m, by the late 2010s, it was $50m. Today, it's can go as high as $200 million. So maybe that billion number was true, or maybe not. I know Sony had leaked emails where they expected their Spider-Man movies to make at least a billion, so you have an idea about how absurdly inflated their view on money is.

Total War is Creative Assembly's most famous franchise and the direct reason Sega bought them out. They sacrificed their core audience to try to cash in on the zoomer looter shooter craze. It's no surprise that after a disaster like this that Sega of Japan would start cleaning out Sega Europe's ranks.

They have(had) nearly 900 employees somehow. Compare that to AAA studios like Bethesda or Naughty dog who are around 400.
