I watch those live streamed court hearings on YouTube, so I am the living embodiment of the phrase "a little bit of knowledge is a dangerous thing." But based on my hours of courtroom experience, I would imagine that Chris:

Probably had a pretty low bail amount. They can't keep affordable bail from you forever without a trial. If enough time passes, the judge will grant it, with stipulations... no drugs, no alcohol, random drug screening, no contact with the victim, forbidden to go to the place the crime took place, they have to have an address that they will be living at before they're released, no access to the internet, no weapons of any sort including mace, there might be an electronic tether letting probation know if they violate the terms, they have to check in with probation on a regular basis. they have to attend court mandated anger management, drug or psychological classes, has to take all prescribed medications, and if they miss a court date, BANG! right back in the pokey.

A couple of guesses... Chris probably isn't on a tether. He isn't a flight risk and he has attended all his court dates so far. He is in some sort of living arrangement set up by social a worker. That might be some sort of group home for retardates or sex offenders, or a larger boarding facility out of state that is like "prison light". He's on a regimen of RX for his crazy. His case hasn't been dropped. If it was, they would have done a plea agreement to time served and just let him go. He's going to be coming back to court, but his lawyer thinks that he can set up a transition to independent living of some sort along with psychiatric treatment and life skills classes to convince the judge that Chris should be let off on a plea bargain to live his new life.

HOWEVER... If Chris violates the terms of his probation and disrespects the court, all bets are off. And it's going to be VERY hard for him to keep off the internet. If he pops up, everyone is going to know about it, including the sheriff. And it won't be easy for him to assume the deference to the judge and probation needed to convince them that he is deserving of mercy. One or two fits and a hedgehog defense mode in court and he'll be back in the clink with a speedy trial and a maximum sentence.

That's only a thing, if your crime directly USED the internet- hacking, or downloading CP, or stalking kids in chat-rooms or whatever. Same as idea as having a condition that you can' drive- they may do that for a drunk-driver or street-racer. But they won't impose that condition on a shoplifter, or an autist who soul-bonded his 90yo mother, just to be pricks.
