Darkest Dungeon is an example on what you are saying, where mods and support is solely exclusive to Steam.Even from an economic perspective it’s not always best to pirate a game versus buying it on Steam. Steam makes updating a game and installing mods for it quick and effortless. This is really good for games like Factorio or Oxygen Not Included that both have tons of mods and receive steady updates constantly.
Steam found its success as a borderline PC games monopoly by being more convenient than piracy.

Because those games usually take between 6 months and a year to complete and release. People who WORK in those games need to get payed at least something in those months. That's where publishing houses come, they PAY THE DEV team to complete the games and then THE PUBLISHING HOUSE gets the rights from the sales of said games.
