They aren't. We've already seen screenshots from BDSP that show Return and Feint Attack are both in the game. I am guessing that, similar to how Let's Go had every single Gen 1 move still in the game(with newer ones to help expand movepools), BDSP will at the very least have every move that existed in the original Diamond and Pearl, on top of some newer ones(since Leafage was seen in a trailer)These move probably aren't gone forever.

The others being power gem and a rock-type solar beam without weather synergy.Removing moves was about balance, not animations. Return/Frustration, Hidden Power, and Pursuit were key competitive moves that honestly were annoying as all get out. Return was OP with 102 base power with no downside, Hidden Power provided way too much coverage for special attackers, and the lack of Pursuit trapping has allowed a few Psychic types to thrive because they can't get Pursuit trapped any more.

Not to say I agree with removing every removed move. They removed Ominous Wind and Silver Wind but not Ancient Power. Signal Beam provided great coverage for Psychic types without being OP. Magnitude was a much needed early-mid game Ground move. Sky Uppercut had no reason to be removed. Most removals were for redundant or useless moves though. Bubble and Water Gun were essentially identical so Bubble got the axe. Bone Club was a signature move of Cubone, but Bonemerang was just better.
These move probably aren't gone forever. Kinesis actually got the removed move description in SS 1.0 but got re-added in Isle of Armor for some reason. I also am predicting right now that Hidden Power will return in BDSP, but only as Unown's signature move and not a TM. If it doesn't Unown needs a new move.
Vespiqueen losing Heal Order is weird. It never ran Heal Order in older gens because of Roost just being better. Roost cancels Vespiqueen's Flying type for the turn, ditching its crippling 4X Rock weakness. However they also removed the Roost TM/TR in SS, so now Vespiqueen has neither in formats where it has to have a Gen 8 mark.The removal of Hidden Power specifically was a massive boon to so many Pokemon. It definitely hurt some mons usability, but the fact that in the last few generations they've been really good with coverage moves through tutors really helps make up for that fact. Some mons are made for a niche and having access to an attack of any type of their choosing is a massive monkey wrench.
Removing Pokemon from the game I think was a dumb design decision for SwSh, but cutting the bloat from the move pool was not entirely a bad choice. Though things like removing Heal Order from Vespiquen for example is stupid. Was she really that broken of a Pokemon?
Bug isn't much better off, with 3 remaining Special moves including Infestation with its 20 base power. That's unusable even in game. Granted, Game Freak did throw both types a bone with having their only Special moves be TR moves so they're widely distributed. I just never found Ancient Power or its derivatives that powerful, but they are luck-based based on getting that 10% stat boost. Has the competitive scene ever banned moves? To my knowledge, the moves that they ever ban are ones that would be impossible for certain Pokémon to have without specific circumstances.I always hate hearing about moves banned from the competition scene.

Banning HDB in a limited format so that half the Pokemon become completely unviable again.Last time I'd heard anything about Smogon before looking shit up today was them threatening to ban Heavy Duty Boots because it made their precious Stealth Rock less viable.
