Well, there was actually an explanation why the Sheriff had such a hard-on hate for 'Nam vets, that was the part that got removed from the movie. PTSD, abuse of governmental authority, classism, police brutality, importance of de-escalation tactics (Col Trautman even suggests it), "contempt of cop," treatment of the homeless, treatment of war vets, etc. The whole fight is also an allegory for Vietnam.
You cheer for John Rambo because Sheriff Teasle is a megalomaniacal asshole. He's the embodiment of how overzealous law enforcement can make things worse.
Whether or not people can get beyond the fact it's a Rambo title, and see the points it was trying to make, is another matter entirely. I certainly don't think Bob is smart enough to.

It ain't illegal to walk through a town in America. Teasle did the first wrong (drew "First Blood"), and it escalates out of control from there. His arrogance then clouds his own judgement to the point gets his own deputies killed or seriously injured (majority injured, because Rambo intentionally pulls his punches in this one). He, the cop, is absolutely the bad guy in that movie.
