When you consider how much power Congress (the supposed lawmaking body in the U.S.A.) has subcontracted out to alphabet agencies (e.g., EPA, DEA, CIA, etc.), the judiciary, or the presidency, it is understandable why people today think the presidency is effectively electable royalty. Though, if the two houses of Congress got their collective acts together, it wouldn't matter much who sits in the White House.
Additionally, do you notice how, when a Democrat president's moves are blocked by a Republican congress, it's obstruction, but when the political parties are reversed, it's reigning in a runaway presidency? That kind of doublethink is what runs through the heads of Bob and his ilk in regards to the United States government.
