Choosing between mania or dimension is more impactful and alters the content of Oblivion more than the whole civil war does for Skyrim. The game tries to tell you the civil war is super important, but it sure as hell doesn't feel like it when all the Jarls who lost their hold are just chilling in the blue palace's loser basement acting like practically nothing happened. A lot of quests, maybe even most quests in Oblivion have multiple ways of going about it, and once again they often have an actual fail state. It's hilarious how you can be the worst thief in the world, yet the thieves guild keeps giving you work in Skyrim for example. You can easily pass Arena, I think it's a borderline tech demo. Daggerfall, on the other hand, is easily accessible thanks to the Unity port and is easily the best RPG the studio ever released. It takes some getting used to if you play a lot of new games, but it's worth it.Never played Arena/Daggerfall so no comment there, I'll give it a shot some day.
