What's a TRUE 10/10 game?

In my eyes, a 10/10 game has to at least:
  • have uninterrupted fantastic gameplay, with no iffy levels, segments, or bosses
  • have no bad glitches
  • have no awkward controls
  • have no iffy mechanics
So no 10/10 games exist? Damn.

Anyway, off the top of my head.

Paper Mario
Paper Mario: The Thousand Year Door
Fallout: New Vegas
100% Orange Juice
The Legend of Heroes: Trails in the Sky
Hearts of Iron: Darkest Hour
Garry's Mod
Team Fortress 2
Old School Runescape
Half Life 2
Battle Tanx: Global Assault
Megaman: Battle Network 3

Games that either perfect the combination of good gameplay and story, or games that simply master their genre. These are pretty well known so I don't think descriptions are needed.

SSX Tricky
Inner Space
Nonograms, picross or whatever you wanna call it
 
Silent Hunter 3. The atmosphere is great, the AI is competent, and the level of simulation is almost perfect.

No other game offers the same experience as fine tuning the data on a torpedo calculator and picking up the sounds of bending metal from a sinking tanker trough the hydrophone a few minutes later.

A 15 year old game is still the king of its genre, all other submarine simulators pale in comparison.
 
To answer the question, it is entirely based on what one believes a 10/10 is. The standard rule is that the game has no flaws, but I do not look at it with that view. I believe a 10/10 should be a game that is very polished, but also likely does something new, either for its franchise or the gaming industry in general. While sequels that build should not be ruled out, I typically find a fresh experience to be the best.

personally my 10/10 games are the two that made the Switch, being BOTW and Odyssey. Both are controversial, but when I went in with a more open mind, I cannot find myself finding flaws.

Both titles took their franchises into the direction of an open-world sandbox. Zelda is a more puzzle oriented version, while Mario is platforming. I personally enjoy the simplicity and exploration of both. The atmospheres are a definite treat, and the gameplay is solid. I have seen many critique Mario in recent years, but I believe that is because people look at it wrong. It is an open world title with platforming, not a 64 sequel. The game wants you to explore, not challenge your platforming skills, so many moons come off easy.

I think a non-Nintendo contender would be Batman Arkham City. The game is beautiful, the story is really good for a Batman tale, and the atmosphere is great. This game took everything from Asylum (besides the more grim and narrow feeling) and made it better. It really sucks that Knight missed the mark on expanding on this near perfect title.

I know there's a few on my personal list that've been said here (Thousand Year Door, Banjo Kazooie). It's subjective, after all.

At the risk of sounding dumb, I have very few issues with Okami; great music, unique visuals, it's a collect-a-thon and it's just fun.
 
Ninja Gaiden Black. No other game has surpassed it's combat, the world design is amazing, and there's so much shit to do. The only way I could think of improving it is by adding Ninja Gaiden 2s dismemberment system and maybe shortening the water level. Still no other game gives you the same feeling of a true back and forth battle between you and the enemy as NGB.
 
If you look at everything trying to reach for a standard across the board than you aren't going to find a 10/10 game, but if you look at the game, what it aims to do, how well it does it, and how engaging it is than you can build a case for a 10/10. Games can have flaws and still be a 10/10 if it does everything else right I think. For me there's DMC3, MGS3, REmake1&2, RE2, Ruiner, Doom1&2, Risk of Rain 2, Sekiro, Dark Souls, Shatter, VLR, Steins Gate.

La Mulana and Cave Story I might consider flawless.

Just Cause 2 (Near perfect. It really just a lack of music radio)

Tetris (the modern rule set with the hold piece function. Classic is still pretty great)

Gun to my head I'd say Super Mario World. I want to say Super Mario Bros. 3 but in my heart of hearts I know the lack of a save feature holds it back.

Probably Simcity 4 Rush Hour, it does what most city builders fail at and make the moment to moment gameplay super interesting while also giving you big goals to work towards over dozens of hours. Every choice feels meaningful and can affect you long term.

Civilization 4 and Civilization 5 also do this really well.

Super Mario World. Super Mario 3 and Ocarina of Time are close but they have some iffy things. I can't think of anything wrong with Super Mario World.

Doom 1, 2 & Eternal.
Rayman 2 & 3. Origins & Legends are great too.
Splinter Cell: Chaos Theory. (The last part of Bathhouse can fuck itself though.)
